IWhy speed does not follow the clock

Your circuit is three relays chosen from thousands spread across every timezone. Global load has some daily shape, but the variation between two relays picked at random dwarfs it. In practice a circuit built at four in the morning can be slower than one built at nine in the evening, and rebuilding is a far better lever than waiting. That is record N1.

IIWhy observation does not follow the clock either

A connection is logged the same way at any hour. Nobody watching a line is more attentive at one time than another, because the watching is not done by a person. Where timing does matter is in patterns rather than moments: an account only ever active in one narrow window describes a schedule, and that is a real signal. It is a reason to be irregular, not a reason to be nocturnal, and a rigidly kept quiet hour is a pattern too.
